I am a law professor at the University of Minnesota Law School, where my research and teaching focus on constitutional law, executive power, and emerging technology, especially AI. I regularly write and podcast for Lawfare, where I’m the research director and a senior editor. I’m also a nonresident senior fellow at the Brookings Institution, a visiting senior fellow at the Institute for Law & AI, and a term member of the Council on Foreign Relations.
